The 2018 Farm Bill necessary the USDA to establish a national regulatory framework for hemp production in the United States. Currently the USDA published a draft Interim Final Rule which will be published in the Federal Register on Thursday October 31st establishing a U.S. Domestic Hemp Production System. This rule outlines a framework of regulations for the USDA to approve plans submitted by States and Indian Tribes for the production of hemp. It also establishes a Federal program for producers in States or territories of Indian tribes that do not have their personal USDA-authorized program.
